About

Dr. Clash has over 20 years of service in several high level management positions with the New York State Department of Transportation (NYSDOT), including stints as the Executive Assistant to the Commissioner and as the Director of the Office of Planning & Program Management. In these roles, Dr. Clash helped to guide the state’s transportation planning and capital programming efforts and administered state, federal, and local transportation related funds for New York State.


He also had overall responsibility for development and implementation of New York State’s comprehensive highway and bridge program. Most recently, Dr. Clash led NYSDOT’s effort to develop its statewide master plan for transportation. He also led NYSDOT’s effort to revitalize the state’s transportation program development process, including the coordination of state and Metropolitan Planning Organization (MPO) program development. He worked closely with local government transportation agencies.


Prior to his career in transportation, Dr. Clash spent 7 years in various positions within the New York State Division of the Budget and enjoyed extensive budgeting experience in the areas of mental health, education, and the state university system.


Most recently, Dr. Clash has served on the citizens’ Budget Advisory Team for the town of Bethlehem, NY, which provides analysis and recommendations to the Town Supervisor and Board regarding increased efficiencies in providing local public services.
