About

James Paci is a Policy Analyst with Blue Sky Consulting Group, with professional experience in policy research and the design, procurement, and evaluation of public programs, and previous academic work focused on economics, public finance, and statistical analysis.


Prior to joining Blue Sky, James worked as the Deputy Director of Innovation & Analysis at the Massachusetts Bay Transportation Authority, where he led the procurement and management of several pilots designed to reduce the cost of delivering the MBTA’s paratransit service or improve the paratransit customer experience. His work at the MBTA included the administration, fare and policy design, and evaluation of the On-Demand Paratransit Pilot and Provider Options Pilot, first-of-their-kind programs that subsidize customers’ use of ridesharing apps to lower per-trip paratransit costs and promote customer mobility. Additionally, James led the agency’s efforts to subsidize the supply of wheelchair-accessible vehicles on the Uber and Lyft platforms, oversaw the paratransit department’s budgeting process, and helped lead other internal efforts to improve scheduling efficiency.


Previously, James worked as a litigator in New York, with a primary focus on SEC and CFTC enforcement actions, and other securities, commercial, and environmental lawsuits.
