Gerald Goldberg
Gerald Goldberg is a Blue Sky Consulting Group Affiliate. Jerry has had a distinguished career in public service. For the past 25 years he directed the California Franchise Tax Board (FTB), the largest state income tax agency in the country. He was deeply involved in such issues as worldwide combined reporting, the elimination of abusive tax shelter and tax avoidance schemes, and electronic filing. During his tenure, the Franchise Tax Board earned a reputation for excellence in the development and implementation of information technology. Some of these innovations included the development of sophisticated audit, nonfiler, and collection systems that later became the prototypes for systems utilized by other tax departments, and the use of performance based procurements. As a result of its success with technology the FTB was given the responsibility for developing and implementing California's child support automated collection system (CCSAS) despite not having significant child support collection expertise. CCSAS is the largest system integration project ever undertaken by the State of California.
Prior to coming to the FTB, Jerry was Director of the Missouri Department of Revenue. In that role he had responsibility for the collection of multiple taxes including sales, income, and motor fuels. Additionally, he administered the titling of motor vehicles and the licensing of drivers. Among his accomplishments, while serving as director, was the introduction of competitive bidding by depositories wishing to manage city sales tax funds. This competitive process resulted in substantial savings for Missouri cities. Before becoming director, Jerry was on the staff of Ernst & Ernst where he served as a consultant to numerous state and local governments.
Jerry has an MBA from the University of Chicago Business School, and an A.B. in economics from Brandeis University. He is a CPA licensed to practice in California. Jerry is a frequent speaker at tax conferences and has received numerous awards and recognitions. Most recently he received the Distinguished Service Award from the Tax Executives' Institute and the Saul Braverman Award from the California Society of CPA's. He has also been recognized for his contributions by the American Society of Public Administrators, the Pioneer Institute for Public Policy Research, and the Multistate Tax Commission.
